  1. Not sure, Mr Lovecraft. Back in Victorian times, when the ideas of asylums were getting an overhaul, several were being re-designed as airy, bright, restful places. Rozelle hospital in Balmain in Sydney, Australia, was one such place, chosen to sit on a little inner harbour beach, the gardens planted in a beautiful manner and with a wide, sunny terrace for patients to relax on. The facilities in Lincoln, England (and Sleaford/Greylees as well), were originally built upon similar premises and aimed to get their patients better through a great atmosphere and activities such as gardening. The latter two were known throughout the UK at the time for setting a great standard. Therefore, maybe Arkham started out with an ideal to be idyllic like your creation, but, as also with the establishments forementioned, became problematic over time due to changing policy, ideologies and funding, etc.
