Wait, average mortal levels thing mean nothing. It’s a ten man group. Even a universe filled with Frieza saga Friezas are still no match for the top 7 in universe 7. Goku’s team is never the underdog.

So he was going to destroy the universes anyway, well thats a relief. Instead of dooming all of creation, Goku’s idiocy has given them a fighting chance.

They were kind of vague on the whole mortal level thing. I’m assuming its not to do with power but, with how moral and virtuous the mortals of a given universe are?

I wonder what decides mortal levels, is it strength alone? Hardly seems fair if that’s the case. It seems they took all responsibility away from Goku apparently, Zen was going to destroy all 8 of the weaker universes, but now at least one of them has a fighting chance, and maybe, just MAYBE, the losing universes can put on a good enough show for Zen to consider sparing them anyway.
