Isaiah 7:14 uses the word “alma” which indeed refers to a young woman who may or may not be a virgin, but it is generally accepted that the Greek word “parthenos” used in both Matthew and Like means “virgin”. Further, the account in Matthew is of Joseph resolving to dissolve his betrothment to Mary on the conclusion that her pregnancy was evidence of infidelity prior to marriage, only resolving to take her as his wife in light of divine revelation. Likewise, in the Gospel of Luke, Mary initially protests the angel’s proclamation, saying that she has not yet known a man.

    It is largely incontrovertible that the New Testament refers to Mary as a virgin. The controversy lies in whether Isaiah actually prophesied a virgin birth, specifically. It clearly doesn’t preclude one, so the invocation in Matthew 1:23 can be justified regardless of how the word is translated.
