Actually is was three different kids doing the voice of Arthur. Rickie Sorensen, Richard Reitherman, and Robert Reitherman. What I heard was one child actor’s voice finally broke, so he sounded too old, so he was replaced. When the second child actor was done with his lines he went back home on the other side of the country so he was unavailable when last minute rewrites needed extra lines recording so they got the third actor in to provide them.
